In an effort to meet the need to conduct drug testing under HHS guidelines, the Department of Interior ( established a drug testing services contract through its National Business Center. Subsequent contracts have been used to facilitate the specimen collection and medical review services, while laboratory analysis was conducted at a DoW laboratory certified by HHS.",
