Update the Request for Quotation (RFQ) including Attachments 1,2,3 and 4 as a result of the actions above. Please see the track changes of the RFP for the changes. All submissions regarding this RFP shall be submitted via email to the Contracting Officer, Mr. Christopher Carroll at Christopher.Carroll@hq.dhs.gov and Contract Specialist, Ms. Bridget Boyle at Bridget.Boyle@hq.dhs.gov no later than September 23, 2026 at 10:00AM ET. The Government appreciates Industry's time and efforts in response to this solicitation. Additionally, please note that at this time DHS plans to conduct an on ramp in FY27. AMENDMENT 000002 (9/21/26) The purpose of this amendment is to notify industry partners that the proposal due date is extended to Wednesday, September 23, 2026 at 10 am EST. This is the final planned extension for this solicitation, as awards are planned for this fiscal year; future on-ramping opportunities are planned. The Q&A Responses will be released later today. AMENDMENT 000001 (9/18/26) The purpose of this amendment is to notify industry partners of an upcoming amendment to this solicitation and the change to the proposal due date. Aa result of the volume of questions submitted, DHS will need additional time to ensure you receive a meaningful response and an amended solicitation. The amendment with questions and answers is expected to be released on or about September 21, 2026; The amendment will establish a new due date for the proposal and will also update the proposal due date field in SAM.gov. The updated proposal date from today is solely a placeholder while DHS adjusts their acquisition schedule. Please continue to monitor this solicitation on SAM.gov for further updates. ORIGINAL POSTING This is a combined synopsis/solicitation for commercial products prepared in accordance with RFO FAR Part 12 in conjunction with the procedures, as appropriate, at RFO FAR Part 15, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is hereby issued as part of this notice. The anticipated Biometric Capture Devices solicitation shall be issued as a Request for Proposal (RFP) where RFO FAR provision 52.212-1 and clause 52.212-4 apply. Additional provisions, clauses, terms and conditions, to include evaluation factors and the basis for award, are in the Solicitation. The Department of Homeland Security (DHS) Office of Procurement Operations (OPO) issues this Request for Proposals (RFP) to establish government-wide, multiple-award indefinite-delivery indefinite-quantity (IDIQ) contracts for biometric capture devices and peripheral equipment.
