This Combined Synopsis/Solicitation 1333MK26Q0132 constitutes a Request for Quotation (RFQ) which Incorporates provisions and clauses in effect through the Federal Acquisition Circular 2026-07. The National Oceanic Atmospheric Administration (NOAA), Office of Marine & Aviation Operations (OMAO), Marine Operation Center (MOC), NOAA Ship Fairweather requires the procurement of two (2) line handlers assist with docking upon arrival and departure of the ship into Thomas Kelsey Municipal Dock in Valdez, AK. The solicitation is being issued as a total small business set-aside. The associated NAICS code is _488310_ with a size standard of _47M_. Quotes will be evaluated in accordance with FAR 52.212-2 Evaluation-Commercial Products and Commercial Services (Nov 2021). Responses are due by 4:00pm PDT on 09/21/2026. STATEMENT OF WORK Line Handlers - NOAA Ship Fairweather 140802-26-0639 1. Introduction NOAA Ship Fairweather (FA), home ported in Ketchikan, AK is a public vessel owned and operated by the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations. In October 2026, Fairweather will be conducting hydrographic surveys in Prince Williams Sound. 2. Scope The purpose of this Statement of Work (SOW) is to detail requirements for services to be provided by a port while Fairweather makes calls to the Port of Valdez in Valdez, AK during the period of performance. 3. Period of Performance and Place of Performance Period of Performance shall be October 2026. During this period, the ship will make approximately one (1) visit to Valdez, AK. The anticipated dates of the port calls are detailed below: Friday, October 16 to Tuesday, October 20, 2026 Alternate dates for period of performance shall not exceed 2 weeks before or after the dates given here, except by mutual agreement. Contract may be canceled by Contracting Officer (KO) without penalty due to unusual/unplanned operational requirements (science gear failure, etc.), medical evacuations, or other such unplanned diversions from Fairweather’s intended in ports.
