    "description": "Background Follo Ren IKS needs to enter into a new agreement for accounting and payroll services as the current agreement expires. The procurement shall ensure safe, stable and professional delivery, which supports correct and timely reporting. Follo Ren IKS is an intermunicipal company that lays down annual accounts in accordance with the Accounting Act, good accounting practice and applicable regulations for intermunicipal companies, including KOSTRA reporting. The entity is mainly covered by the self-cost regulations and is not taxable, whilst the business part is taxable and shall be reported separately. This sets requirements for solid competence in accounting, wages, public reporting and the divide between the self-cost area and business activities. Follo Ren IKS has 44 permanent employees and approx. 40 temporary employees. The turnover in 2025 was NOK 178.77 million in the self-cost area and NOK 11.48 million in the business activities. Tenderers ought, therefore, to have an understanding of the business ́s size, organisation and reporting complexity. The assignment shall be carried out by using Follo Ren IKS ́ system, Visma BNXT. Description of the assignment Follo Ren IKS shall procure accounting and payroll services that cover the ongoing financial and payroll management in the entity. The delivery shall be carried out in Follo Ren IKS ́ system, Visma BNXT, and includes assistance in wages, accounts, reconciliation, accruals, documentation, annual settlements, refunds and reports to authorities. The assignment includes, among other things, wages execution, checking wage transactions, handling deviations and repayments, accounting reconciliations and quality assured reporting. Tenderers shall also contribute to a correct annual report, KOSTRA reporting and tax reports, including ensuring the necessary control of the distinction between the self-cost area and the taxable business part. A delivery is requested with high professional quality, clear control routines and predictable interaction. Follo Ren IKS needs a permanent gender neutral preferred, close and ongoing dialogue as well as a quick response as needed in relation to wages, accounts and reports. Tenderers must have available competence that fulfils the requirements for quality, compliance and continuity of the delivery.",
