Request for Information (RFI) for the Modernization of the Professional Services Methods of Supply

Purpose of this notice Public Services and Procurement Canada (PSPC) is seeking feedback from industry on the modernization of its government-wide methods of supply for professional services. PSPC is developing a new professional services procurement framework intended to streamline the existing procurement landscape, reduce administrative burden, improve flexibility and better align procurement approaches with different service-delivery requirements. The proposed framework is expected to replace the following existing methods of supply: • Task-Based Informatics Professional Services (TBIPS); • Solutions-Based Informatics Professional Services (SBIPS); • Task and Solutions Professional Services (TSPS); • ProServices; • Temporary Help Services (THS); and • Professional Audit Support Services (PASS). 2. Proposed methods of supply The proposed framework introduces four new methods of supply: • Temporary Replacement Services (TRS); • Client-Directed Support Services (CDSS); • Client-Directed Deliverable Services (CDDS); and • Offeror-Managed Services (OMS). The proposed methods differ primarily in the degree of client direction, offeror control and accountability, responsibility for managing resources and delivery, and allocation of performance and financial risk. Through this RFI, PSPC is seeking feedback on the clarity, practicality and potential application of the proposed methods of supply, including their alignment with industry practices and any potential implementation risks, barriers or unintended consequences. 3. Relationship to Other PSPC Engagement Activities This RFI relates specifically to the modernization of PSPC’s methods of supply for professional services and the proposed framework that will replace the current suite of professional services procurement instruments. PSPC is conducting separate engagement activities concerning the broader transformation of federal procurement, including outcome-based procurement and systemic barriers experienced by suppliers. Although some topics may be related, these are distinct engagement processes with different objectives, scopes and feedback channels. Comments concerning outcome-based approaches are within the scope of this RFI only where they relate directly to the design, operation or use of the proposed professional services methods of supply. Broader comments concerning procurement policy, government-wide procurement transformation or supplier barriers should be submitted through the engagement process established for those subjects. Respondents should submit questions and feedback through the contact information identified for the applicable engagement. Respondents should not assume that feedback submitted under one process will automatically be considered under another. 4.
