The U.S. Army Corps of Engineers, Japan Engineer District is providing a PRE-SOLICITATION notice pursuant to Revolutionary FAR Overhaul (RFO) 5.101 for an upcoming solicitation. PROJECT INFORMATION: Project Title: Construction of Hotel Space, Yokota Air Base, Tokyo, Japan Proposed Solicitation Number: W912HV27RA002 Project Magnitude: Between $5,000,000 and $10,000,000 Product Service Code (PSC): Y1FZ – Construction of Other Residential Buildings Project NAICS: 236220, Commercial and Institutional Building Construction was determined to be the most applicable to this requirement. This industry comprises establishments primarily responsible for the construction (including new work, additions, alterations, maintenance, and repairs) of commercial and institutional buildings and related structures, such as stadiums, grain elevators, and indoor swimming facilities. This industry includes establishments responsible for the on-site assembly of modular or prefabricated commercial and institutional buildings. Included in this industry are commercial and institutional building general contractors, commercial and institutional building for-sale builders, commercial and institutional building design-build firms, and commercial and institutional building project construction management firms. Project Description: This is a Design-Bid-Build project to construct the Hotel Space to support a unit at Yokota Air Base, Tokyo, Japan. The project consists of permanent construction (life expectancy >25 years) of a small, secure facility physically connected to an existing building, with a physical footprint of approximately 623 gross square feet (~57.87 square meters). The scope of work for this project includes, but is not limited to, vertical construction, architectural finishes, utility connections, mechanical, electrical, and plumbing (MEP) systems, HVAC work, security compound fencing, and a secure staging/laydown area of approximately 1,140 square meters. The new secured space must be constructed and fully accredited in accordance with Intelligence Community Directive (ICD) 705 “Sensitive Compartmented Information Facilities” and its “Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities.” One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. (RFO 5.101(c)(4)(iii) SOLICITATION INFORMATION: 1. Procurement Method: The Government intends to issue a Request for Proposal (RFP) solicitation utilizing Lowest price technically acceptable approach outlined in RFO 15.103-2 and award a Firm-Fixed-Price construction contract as the result of this solicitation. 2. This procurement will be issued in accordance with RFO 4.101, RFO 40.302-2, and comply with DOD 5220-22-M - National Industrial Security Program Operating Manual (NISPOM), DOD 5220.22-R - Industrial Security Regulation, and ICD-705 and its “Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities.” 3. Offeror’s must have a valid U.S. Facility Clearance Level (FCL) of Secret to receive and respond to the upcoming solicitation. This project includes contract plans, specifications, and drawings that are Controlled Unclassified Information (CUI) which can only be released to offerors who are U.S. Citizens. The Government anticipates the solicitation being available in October 2026. A site visit is tentatively planned for 4 November 2026 on Yokota Air Base, Tokyo, Japan.
