SPECIFIC PROCUREMENT NOTICE Request for Quotations Country: Ukraine Name of Project: Center for Advancement in Restoration and Modernization Capacity Project Contract Title: Organization and Delivery of I_CAN Training Program Sessions No. 1–2 in Chernivtsi, No. 3–4 in Uzhhorod/Mukachevo, No. 5–6 in Lviv, and No. 7–8 in Lutsk Grant No.: TF0C4831 RFB Reference No.: NCS-RFQ-2.5-12 1. The International Bank for Reconstruction and Development, the International Development Association (the World Bank) and Kyiv School of Economics Institute (KSEI) have signed the Grant Agreement No. TF0C4831 dated May 7, 2024, in an amount not to exceed three million two hundred twelve thousand United States Dollars (USD 3,212,000) for the Project ‘Center for Advancement in Restoration and Modernization Capacity (CARMC)’ (hereinafter referred to as the I_CAN Project). The KSEI is the implementing entity for the Project. A portion of these funds is intended to cover expenditures under the contract for the financing of logistical support for event organization. 2. The KSEI now invites Quotations from eligible Service providers for: Organization and Delivery of I_CAN Training Program Sessions No. 1–2 in Chernivtsi, No. 3–4 in Uzhhorod/Mukachevo, No. 5–6 in Lviv, and No. 7–8 in Lutsk: The procurement is organized into a single lot, resulting in the award of one contract upon completion of the tender process. Services shall be rendered during October - November, 2026. Planned events dates: Event No. 1: October 12–15, 2026 (Chernivtsi); Event No. 2: October 13–16, 2026 (Chernivtsi); Event No. 3: October 19–22, 2026 (Uzhhorod/Mukachevo); Event No. 4: October 20–23, 2026 (Uzhhorod/Mukachevo); Event No. 5: November 2–5, 2026 (Lviv); Event No. 6: November 3–6, 2026 (Lviv); Event No. 7: November 9–12, 2026 (Lutsk); Event No. 8: November 10–13, 2026 (Lutsk). The prospective Service providers shall meet the following Qualification Criteria: Experience: - the Service provider must have experience in the execution of at least 1 (one) contract for the provision of comprehensive logistical support services for conferences, training sessions, or similar events within the last 3 (three) years, specifically since January 1, 2023; - the Service provider must not be subject to ongoing bankruptcy proceedings and/or be in a state of insolvency as of the date of the price quotation submission, in accordance with the provisions of the legislation of Ukraine. Evaluation will be conducted based on comparing price quotations received from Service providers. Detailed information is described in the Request for Quotations (the Tender Documents). 3. The tender will be conducted through national competitive procurement using a Request for Quotations (RFQ) as specified in the World Bank’s “ Procurement Regulations for IPF Borrowers” (September, 2023) (“Procurement Regulations”), and is open to all eligible Service providers as defined in the Procurement Regulations. The KSE shall use the following electronic-procurement system to manage this Tender process: “Electronic procurement system” or “e-procurement system” means national electronic procurement system “Prozorro” available at https://prozorro.gov.ua/ , including authorized electronic procurement marketplaces.
