REQUEST FOR EXPRESSIONS OF INTEREST Country: Republic of Tajikistan Project: One Health for Pandemic Prevention Food Systems Resilience and Ecosystem Health in Central Asia Grant No.: E452-TJ Assignment Title: Environmental Specialist Reference No. (as per Procurement Plan): OHP/CS/INDV-2026/03 1. The Republic of Tajikistan has received financing from the International Development Association and International Bank for Reconstruction and Development toward the cost of the One Health for Pandemic Prevention Food Systems Resilience and Ecosystem Health in Central Asia and intends to apply part of the proceeds for consulting services. 2. Qualification requirements for candidates are as follow: A university degree in Environmental Science, Environmental Management, Ecology, Biology, Geography, Geology or another relevant field; At least 3 years of relevant professional experience in environmental management, environmental assessment, environmental monitoring, environmental protection, or related areas. Experience working on projects funded by International Financial Institutions (e.g., the World Bank, ADB, AIIB) and/or international donors will be an advantage; Good knowledge of environmental legislation of the Republic of Tajikistan and World Bank Environmental and Social Frameworks; Experience in preparing environmental documentation, such as Environmental Management Plans (EMPs), Environmental and Social Management Plans (ESMPs), environmental screening forms and environmental assessment reports; Proficiency in Tajik and Russian is required. English language skills will be considered an advantage; Good organizational, analytical, communication, reporting, and computer skills. 4. The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised in February 2025) Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. 5. The selection will follow Open Competitive Selection of Individual Consultants in accordance with Section VI, paragraphs, 7.36 and 7.37 of Procurement Regulations. 6. Interested candidates should submit a cover letter (maximum two pages) and a detailed CV (maximum five pages) clearly outlining how they meet the required qualifications.
