Swindon Parish Council seeks to appoint a qualified Traffic & Transport consultant to support its technical review of the forthcoming planning application for development at Swindon Lane (Cheltenham Borough Council ref: 26/00833/SCREEN). The appointed consultant will provide technical assessment, transport modelling review, volunteer survey oversight, and written responses under a flexible call-off arrangement between October 2026 and March 2027. Tasks will be commissioned incrementally on a capped Time & Materials basis up to a total contract spend ceiling of £15,000 (excl. VAT). Submission Requirements: Proposals must not exceed five pages (excluding CVs) and must include company details, relevant experience, team CVs, hourly rates schedule, insurance details, and a conflict of interest statement. Proposals must be submitted in PDF format by email to parish.clerk@swindonparish.org.uk before the closing deadline stated in this notice. Full details are provided in the attached RFQ document.
