COMBINED SYNOPSIS/SOLICITATION W9127N26QA166 Bonneville Ultrasonic Flow Meter Bonneville Lock and Dam U.S. ARMY CORPS OF ENGINEERS, PORTLAND DISTRICT 21 SEP 2026 This solicitation is for commercial supplies prepared in accordance with the format in the Revolutionary RFO 12.201-1 - Simplified Acquisition Procedures, and additional information is included in this notice. This announcement constitutes the only solicitation; quotes are being requested. Solicitation W9127N26QA166 is for the purchase of one (1) Emerson Flexim FLUXUS G631EE Portable Gas Clamp on Ultrasonic Flow Meter System, complete with required accessories, clamp-on transducers, and specialized probes. This requirement is being solicited on a brand name only basis. Please see the attached Statement of Work and Brand Name Determination for additional information. The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2026-01, effective 13 MAR 2026. This solicitation is advertised as a 100% small business set aside, under NAICS Code: 334514 - Totalizing Fluid Meter and Counting Device Manufacturing, with a size standard of 850 employees. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of SAM registration will make an offeror ineligible for award. Delivery Information: Supplies shall be delivered to: Bonneville Lock and Dam Interstate 84 Exit 40 NE Bonneville Way Cascade Locks, OR 97014. The Government shall not be responsible for the cost of shipping. The contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to the powerhouse. No shipments are allowed other than normal business hours of Monday-Thursday 7:00 a.m. to 4:00 p.m. PST, excluding federal holidays. Please note, if a federal holiday occurs on a Sunday, it is observed the Monday after.
