The Regional Maintenance Center at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS and IMF) intends to award a stand-alone Firm-Fixed-Price contract to accomplish maintenance, repair, and preservation of IX-551. The IX-551 characteristics are Length: 260 FT, Width: 85 FT, Age: 10 Years, Hull Type: Steel, Draft: 8 FT 6 IN, Full Displacement: 3,070 L Tons and Light Load: 2,267 L Tons. The Contractors facility must possess the capability of IX-551 with the dimensions as stated above. To facilitate proper government oversight, the facility shall be located in the Puget Sound, WA region. For this procurement, the Puget Sound, WA region is defined as the West Coast of the continental US, starting from Olympia, WA and extending northward to Bellingham, WA. Scope Overview: Coordinate with the Contracting Officer, via the SUPERVISOR to deliver the Asset to the Contractors facility. Upon docking the Asset, wash, and clean the exterior surfaces of the Asset. Blast and preserve all exterior hull surfaces, underwater body, freeboard, moon pools and bulwark surfaces of the Asset. Fill, drain, air test, inspect each underwater skeg on the Asset. Accomplish visual inspections of hull and body and all tank/voids. Remove existing and install new zinc anodes and hardware on the underwater hull. Shift the Asset on the blocks to achieve 100 percent preservation of underwater hull. Apply non-skid system to main deck and 02/03 level decks. Accomplish preliminary and final air tests to tanks/voids. Open, pump, ventilate, gas free and clean all tanks. Accomplish partial preservation of Qty (24 EA) tanks. Preserve tank/void manhole covers. Identify distinguishing figures and markings, Remove, clean and reinstall rubber fenders. Open and inspect all pumps and overboard discharge valves. Accomplish visual inspection and final closeout inspection of each tank/void upon completion of all work. Install new manhole gaskets and fasteners. Undock the Asset. Arrange and coordinate the delivery of the Asset back to the Government with the Contracting Officer via the SUPERVISOR. Specific details of all work items and tasks required by this Statement of Work or described in this Scope Overview are included in section 3.0 of the Statement of Work. The IX-551 will be ready for pick up on or after 1 April 2027. Refer to page 1 Request for Quote (RFQ) of the Solicitation regarding desired and required delivery information. This is full and open competition. All offerors must be registered with the System for Award Management (SAM) to receive award of Government contracts. Offerors are advised also that SAM representations and certifications can be completed electronically via the System for Award Management website at https://www.sam.gov.
