SecRes has identified the most cost effective and resilient solution to be the federal FirstNet Commissions Priority Communications system. This system will provide better than 911 priority across all identified agency iphone/stand alone push to talk devices anywhere there is AT&T signal. However, the risk is that if the AT&T cellular network fails for any reason, the devices would not work. The devices in this SSASy will provide emergency satellite backlink to the FirstNet network, restoring signal for the identified facilities in less than 20min ensuring near immediate restoration to communications during emergency outages.
