REQUEST FOR EXPRESSIONS OF INTEREST Georgia KAKHETI CONNECTIVITY IMPROVEMENT PROJECT Project ID : P173782 Loan No : 9361-GE Assignment Title : International Bridge/Structural Engineer Reference No . KCIP/CS/ICS-04R The Government of Georgia has received financing from the World Bank toward the cost of the Kakheti Connectivity Improvement Project and intends to apply part of the proceeds for consulting services. The Roads Department of the Ministry of Regional Development and Infrastructure of Georgia (RDMRDI) now invites eligible Individual Consultants (“Consultants”) to express their interest in providing the following services: International Bridge/Structural Engineer . Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The CVs of the candidates should cover the requested information. The International Bridge/Structural Engineer will assist the RDMRDI to ensure that all bridge and structural components under ongoing and planned road projects are designed, constructed, and maintained in compliance with relevant technical regulations, engineering standards, and Georgian laws as well as meet the requirements set forth by the World Bank and other international best practices. This role involves close daily collaboration with RD and encompasses tasks such as preparing road designs, supervising construction activities, coordinating site visits, and other related duties. The detailed Terms of Reference (TOR) for the assignment can be found at the following link: https://www.dropbox.com/scl/fi/k6qlc77hzt2hhnyps1jcz/TOR-of-Bridge-Engineer-04R.pdf?rlkey=8mquw6qfnmmjv3eza642vq8su&dl=0 The Qualification Requirements for selection of the Consultant are as follows: Master’s Degree or equivalent in Civil Engineering preferably with specialization in bridge/structural engineering with at least 8 years of experience in the road projects on a position of Bridge/structural Engineer; Minimum of 5 years of international experience in road construction/reconstruction/rehabilitation and/or construction supervision assignments on a similar position; Proven experience in preparing design documentation and/or design review assignments for highways and related infrastructure; Experience of working in institutional and physical environments similar to those prevailing; Familiarity with national and international bridge design standards (e.g., AASHTO, Eurocode, DIN); Ability to utilize and share knowledge and best international practices to benefit works contractors and supervisions consultants; Ability to work both independently and within teams; Possess superior verbal and writing communication skills in English language. The period of the consultancy services shall be 24 months (with possibility of downstream extension, subject to satisfactory performance) and the remuneration will be time-based. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, Seventh Edition, September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: The consultant shall not receive any payment in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the Client under the contract.
