Specific Procurement Notice Request for Bids Works (Single Stage One Envelope Bidding Process) Employer: Sindh Irrigation and Drainage Authority Project: Sindh Water & Agriculture Transformation (SWAT) Project Contract title: Canal Modernization & Rehabilitation Works of Khorwah Distry, under the Sindh Water and Agriculture Transformation (SWAT) Project Country: The Islamic Republic of Pakistan Loan No. IDA Credit No. 72550-PK RFB No: PK-SIDA-572728-CW-RFB Issued on: 12th October, 2026 1.The Islamic Republic of Pakistan has received financing from the World Bank toward the cost of the Sindh Water & Agriculture Transformation (SWAT) Project and intends to apply part of the proceeds toward payments under the contract for Canal Modernization & Rehabilitation Works of Khorwah Distry, under the Sindh Water and Agriculture Transformation (SWAT) Project. 2.The Sindh Irrigation and Drainage Authority (SIDA) now invite sealed Bids from eligible Bidders for the “Canal Modernization & Rehabilitation Works of Khorwah Distry, under the Sindh Water and Agriculture Transformation (SWAT) Project” located in Badin District in Sindh Province, Pakistan. 3.Bidding will be conducted through National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing”, November, 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4.The Bidding document in English may be purchased by interested, eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of PKR 25,000/-. The method of payment will be Pay order/ demand draft or a telegraphic transfer through Bank Account Title: Sindh Irrigation & Drainage Authority (Bid Security), Account No 0401-001739-6100 IBAN No. PK61SIND0004010017396100 The document will be sent through a pre-arranged courier by the potential bidder, or may be obtained from the office address given below. 5. Bids must be delivered to the address below on or before 27th October, 2026, at 12:00 Noon (PST local time) . Electronic bidding will not be permitted. Late Bids will be rejected. 6. All Bids must be accompanied by a Bid Security of PKR 8 million for Canal Modernization & Rehabilitation Works of Khorwah Distry, under Sindh Water and Agriculture Transformation (SWAT) Project. 7. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 8.
