Teledyne Griffin G510X Service Agreement PROJECT TITLE Griffin G510 and G510x portable GC-MS service agreements BACKGROUND The National Forensic Chemistry Center (NFCC) in the Office of the Commissioner/Office of Chief Scientist/Office of Specialty Laboratories and Enforcement Support (OC/OCS/OSLES) requires service contracts for Griffin G510 portable gas chromatographs with mass spectral detection (GC-MS) instruments and Griffin G510x portable gas chromatographs with mass spectral detection (GC-MS) instruments. These instruments are used in our current laboratory toolkit to detect drugs of abuse, like opioid containing products, and the results of which will help prevent these products from entering the country. These instruments need maintenance performed on a regular basis and need to have limited down time. Therefore, a service contract with the manufacturer would be beneficial to keep the instruments in good working order. PURPOSE The purpose of this acquisition is to obtain a service contract to support the annual maintenance and repair for the Griffin G510 and G510X portable GC-MS instruments. SCOPE The contractor shall provide all resources necessary to accomplish the tasks and deliverables described in this Statement of Work (SOW). The National Forensic Chemistry Center (OC/OCS/OSLES/NFCC) requires service contracts for Griffin G510 portable gas chromatographs with mass spectral detection (GC-MS) instruments Griffin G510x portable gas chromatographs with mass spectral detection (GC-MS) instruments, with Service Reports to be issued following each service. REQUIREMENTS At a minimum, the support plan shall cover engineer labor and travel, at least one annual scheduled Preventative Maintenance (PM) service per year, any repairs needed on the instrument during the coverage period, factory-certified replacement parts, and technical support. Through the service agreement, the contractor shall provide the necessary personnel to execute on-site or at place of manufacturer for preventative maintenance and repair and other services as identified below: Minimum Performance Requirements Providing users with direct telephone and/or remoting in capabilities for technical support from Original Equipment Manufacturer (OEM)-trained individuals. The contractor shall provide unlimited telephone and email access to instrument technical support Monday-Friday between the hours of 8-4 p.m. local time (places of performance span all time zones within the continental United States). The equipment portion of the service agreement shall include at least one annual Preventative Maintenance (PM) service per year per instrument and on-site repair calls when necessary The service contract must provide unlimited ability to ship the instrument back to the manufacturer at their cost with a maximum 72 hour response time for shipment back (for issues that cannot be resolved remotely via telephone or remoting in). All maintenance and repair activities (including warranty work) shall be accomplished in accordance with Original Equipment Manufacturer (OEM) specification using OEM parts. Preventative Maintenance service shall include all consumables and supplies which are necessary to complete the OEM’s suggested PM protocol. A loaner instrument when repair will be over 5 days, will be provided at the cost of the contractor, when available. All PM or repair services shall be performed by OEM trained technicians (verified by the OEM). Contractor shall have access to the most current OEM factory training for Hardware. Contractor shall have access to the most current OEM factory parts. Contractor shall not use salvaged parts from other instruments when performing maintenance and repair. All parts used in the PM and repairs must be guaranteed, factory tested, OEM quality parts. PM included replacing parts subject to wear as defined by OEM specific PM checklist with OEM factory parts.
