COMBINED SYNOPSIS/SOLICITATION Equipment Relocation Services – Heavy and Sensitive Instrumentation Agency: Department of Health and Human Services (HHS) Sub-Agency: National Institutes of Health (NIH), Office of Research Services (ORS), Division of Safety (DS) NAICS Code: 238290 – Other Building Equipment Contractors PSC: V119 – Transportation/Travel/Relocation: Transportation, Other Solicitation / Reference Number: PCA-ORS-08760 Notice Type This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR Subpart 12.6 and supplemented with the additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested, and a separate written solicitation will not be issued. This requirement is being conducted as a simplified acquisition under FAR Part 13 using the commercial acquisition procedures of FAR Part 12. All responsible sources may submit a quotation for consideration by the Government. Description of Requirement The National Institutes of Health (NIH) requires contractor support to rig and relocate heavy and sensitive radiation detection equipment between NIH facilities in Bethesda, Maryland. The equipment will be relocated from Building 21, Rooms 117 and 143, to Building 13, Room 3W51. The Contractor shall provide all personnel, supervision, materials, equipment, rigging, packaging, transportation, and other resources necessary to safely move and place the Government-owned equipment at the destination location. Disassembly, reassembly, calibration, testing, and system validation are not included in this requirement. Those services will be performed separately by the equipment manufacturer. The Contractor shall coordinate move activities with NIH personnel and the manufacturer's representatives as necessary. Equipment to Be Relocated One (1) Mirion Fastscan Whole Body Counter – approximately 10,600 lbs. One (1) Mirion Accuscan Whole Body Counter – approximately 8,700 lbs. Two (2) Mirion BeGE (Broad Energy Germanium) detector systems with shielding – approximately 2,500 lbs. each All equipment shall be treated as fragile, high-value scientific instrumentation and handled accordingly throughout the relocation. Place of Performance NIH Campus, Bethesda, Maryland Building 21 to Building 13 Basis for Award The Government intends to make award to the responsible vendor whose quotation represents the best value to the Government. Technical Capability and Relevant Experience, when combined, are more important than Price. As quotations become more equal under the non-price factors, Price will become increasingly important. Quotations will be evaluated using the following factors: Technical Capability – The vendor's demonstrated ability to perform the required relocation, including its proposed personnel, rigging and lifting equipment, packaging and transportation methods, safety approach, damage-prevention measures, and ability to coordinate with NIH and manufacturer personnel. Relevant Experience – The vendor's experience performing similar relocation projects involving heavy, sensitive, high-value, or specialized equipment. Price – The total quoted price will be evaluated for reasonableness and completeness. Responsibility Prior to award, the Government may verify that the selected vendor has the personnel, equipment, experience, financial resources, and other capabilities necessary to successfully perform the requirement and comply with applicable safety requirements.
