THE REVOLUTIONARY GOVERNMENT OF ZANZIBAR MINISTRY OF BLUE ECONONMY AND FISHERIES REQUEST FOR EXPRESSION OF INTEREST Country: United Republic of Tanzania. Name of project: Tanzania scaling up sustainable marine fisheries and aquaculture management (TASFAM) project (p.179969). Assignment tittle: Consultancy services for Development of temporarily reallocation plans (TRP) for construction of Kizimkazi and Wete fish landing sites. REF. NO: TZ-MBEF-561760-CS-CDS This request for expression of interests follows the General Procurement Notice for the Tanzania scaling up sustainable marine fisheries and aquaculture management (TASFAM) project which appeared in the UN Development Business Online on 5th June 2025. The Revolutionary Government of Zanzibar through the United Republic of Tanzania has received financing from the World Bank towards the cost of Tanzania Scaling up Sustainable Marine Fisheries and Aquaculture Management (TASFAM) Project and it intends to apply part of the proceeds of the financing to cover eligible payments under the contract for consultancy services for Development of temporarily reallocation plans (TRP) for construction of Kizimkazi and Wete fish landing sites. The objective of the assignment is prepare a comprehensive, ESS5-compliant Temporary Relocation Plan for both Kizimkazi Mkunguni and Wete Selemu that provides a clear, time-bound, and adequately resourced framework for managing the temporary displacement of all affected persons during the construction period. The consultant shall conduct several activities as stated in the TOR’s. The assignment shall be carried out for a period of three (3) months from the date of contract signing. The detailed Terms of Reference (TOR) can be obtained through a project website https://tasfam.blueeconomysmz.go.tz. The Ministry of Blue Economy and Fisheries Zanzibar now invites eligible consulting firms to submit their expression of interest in providing these services. Interested Consultants should provide information demonstrating that they have the required qualifications, relevant experience and key experts to perform the services. The qualification and shortlisting criteria shall include: - General experience of the firm, at least 15 years’ experience in consultancy Specific experience: Minimum of three assignments over the last five years in costing and pricing models, financial feasibility analysis, cost-benefit analysis, participatory market assessment, benefit-sharing models, governance practices, need assessments, and market operations. The firm should have conducted at least two feasibilities relating to the establishment of fisheries facilities or operations. (Information to be provided should include name of assignment, name and full contact address of the client, contract value and period (dates) of execution of assignment. 3. Qualified team of personnel. The firm should indicate list and qualifications of key personnel proposed for this assignment. (Cvs are optional). Attention of interested consultants is drawn to section III paragraph 3.11,3.12 and 3.13 of the World Bank’s procurement regulations for IPF Borrowers Sixth Edition February 2025. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of JV shall independently meet the requirements of the evaluation criteria. A Consultant will be selected in accordance with the Consultant’s qualifications selection (CQS) method set out in the consultant Guidelines.
