This solicitation will be using competitive procedures. Contractors may propose a Not-to-Exceed (NTE) repair unit price or a Firm Fixed Price. Proposals will be evaluated on an LPTA basis. If a NTE price is proposed, the ceiling price will be used as thebasis for evaluating whether the proposed price is the lowest proposed price. This requirement will be utilizing Emergency Acquisition Flexibilities (EAF). Quotes may be emailed to the below address and must be received by 04:30PM ESTon the closing date, listed in block 10 on page 1 of this solicitation: Kelly.a.gipson2.civ@us.navy.mil Quotes received after the closing date are considered to be late and will notbe considered for award. If only one acceptable quote is received in response to this solicitation,competitive procedures will shift to sole source negotiations.All contractual documents (i.e. contracts, purchase orders, task orders,delivery orders and modifications) related to the instant procurement areconsidered to be "issued" by the Government when copies are either depositedin the mail, transmitted by facsimile, or sent by other electronic commercemethods, such as email. The Government?s acceptance of the contractor?sproposal constitutes bilateral agreement to "issue" contractual documents asdetailed herein. Early and incremental deliveries accepted. The Government intends to make a single award to the eligible, responsiblequoter whose quote is technically acceptable and which is determined most advantageous to the Government, price considered. Repair Turnaround Time (RTAT) definition: The contractual delivery requirementis measured from asset Return to the date of asset acceptance under the termsof the contract. For purposes of this section, Return is defined as physicalreceipt of the F-condition asset at the contractor?s facility as reflected inthe Action Date entry in the Commercial Asset Visibility (CAV) system. Inaccordance with the CAV Statement of Work, the contractor is required toaccurately report all transactions by the end of the fifth regular businessday after receipt and the Action Date entered in CAV must be dated to reflectthe actual date of physical receipt. The Contractor must obtain final inspection and acceptance by the Governmentfor all assets within the RTATs established in the subsequent contract. Required RTAT: 0090 days after…
