Specific Procurement Notice Request for Bids Goods (Two-Envelope Bidding Process) Country: Saint Lucia Name of Project: UNLEASHING THE BLUE ECONOMY OF THE CARIBBEAN (UBEC) Contract Title: Procurement of Solid Waste Equipment Project ID P171833 IDA Credit No. 70880 RFB Reference No.: LC-MOFED-520306-GO-RFB-SWE-25 The Government of Saint Lucia has received financing from the World Bank toward the cost of the Unleashing the Blue Economy of the Caribbean (UBEC) Project, and intends to apply part of the proceeds toward payments under the contract for Procurement of Solid Waste Equipment. 2. The Department of Finance, Constituency Development and People Empowerment now invites sealed Bids from eligible Bidders for one Heavy-Duty Hydraulic Crawler Excavator, one Landfill Compactor and one Landfill Dozer to be delivered at Deglos Sanitary Landfill, Saint Lucia. 3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition, November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. 5.
