Notice for Bids Country: Türkiye Project Name: Türkiye: Education for Job Market Readiness Project (E4J) Contract Title: Procurement of Next-Generation Firewall, Management, Reporting and Log Software License Renewal, Hardware, Software, Warranty and Maintenance Extension, and Next-Generation Firewall Capacity Upgrade Loan No./Credit No.: 98940-TR / P510381 RFB Reference No.: GO-C1.1-03.02 The Ministry of National Education (MoNE), General Directorate of Innovation and Educational Technologies, has received financing from the World Bank toward the cost of the Türkiye: Education for Job Market Readiness Project (E4J) and intends to apply part of the proceeds toward payments under the contract for the “Procurement of Next-Generation Firewall, Management, Reporting and Log Software License Renewal, Hardware, Software, Warranty and Maintenance Extension, and Next-Generation Firewall Capacity Upgrade” Ministry of National Education, General Directorate of Innovation and Educational Technologies (MoNE) invites eligible Bidders to submit sealed bids for the “Procurement of Next-Generation Firewall, Management, Reporting and Log Software License Renewal, Hardware, Software, Warranty and Maintenance Extension, and Next-Generation Firewall Capacity Upgrade.” The scope of the procurement includes the capacity upgrade of the existing Next-Generation Firewall of the Administration through the addition of two (2) data processing cards . It also includes the renewal, for a period of three (3) years (36 months) from the date of delivery, of the licenses for the Next-Generation Firewall and the Management, Reporting and Log Software, covering the modules and features currently licensed and in use by the Administration, as well as the provision of three (3) years of warranty and support services for the relevant hardware and software.The equipment and software shall be delivered, fully operational and ready for use in accordance with the Technical Specifications, to the General Directorate of Innovation and Educational Technologies, Emniyet Mahallesi, Milas Sokak, No: 8, Yenimahalle/Ankara/Türkiye , within a maximum of thirty (30) calendar days following the signing of the Contract. The procurement will be conducted through Open Competitive Procurement using a Request for Bids (RFB), as specified in the World Bank’s “Procurement Regulations for IPF Borrowers – September 2023” (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. Interested eligible Bidders may obtain further information from Mr. Taner HAZAN, Procurement Coordinator, World Bank Project Implementation Coordination Unit, Department of Administrative and Financial Affairs, General Directorate of Innovation and Educational Technologies, at e4j@eba.gov.tr, and inspect the bidding documents during office hours from 09:00 to 18:00 at the address specified below. Interested eligible Bidders may obtain the bidding documents prepared in Turkish by submitting a written application to the address below and paying a non-refundable fee of USD 100 (One Hundred United States Dollars) .
