The commission will establish the case for intervention, define objectives, generate and sift options, appraise a credible shortlist, and recommend which options, if any, should progress to further business case and scheme development. A potential new M1 junction at or around the Lows Lane underpass (J25A) must be included as one of the options and assessed objectively alongside alternatives.
