General Requirements 1. SCOPE 1.1 Intent. This standard specification invokes general requirements for conducting vessel repairs performed by commercial contractors at a Coast Guard facility for Coast Guard vessels. 2. REQUIREMENTS 3.1 General. The Contractor must conform to all requirements specified in SFLC Std Spec 0000 and in this item, as applicable, during the performance of this availability. The requirements of this WI apply to all work under the scope of this contract, whether explicitly stated in all following work items or not, and to all other work subsequently authorized by changes, modifications, or extensions to the contract. 3.2 Contractor-provided fire watch personnel. The Contractor must provide fire watch personnel and equipment. 3.3 Welding and brazing requirements. The Contractor must perform all welding and allied processes, and NDE in accordance with SFLC Std Spec 0740. 3.4 Fire Prevention Specification. The Contractor must submit a Fire Prevention Plan in accordance with paragraph 3.1 of SFLC Standard Spec 5550 3.5. Period of Performance. The period of performance for this work starts on 01 Oct 26 and ends on 31 Oct 2026. 3.6. Location. The Contractor must perform the work while the USCGC HEALY is alongside the pier at Coast Guard Base Seattle 3.7 Ship-check. It is highly recommended the Contractor conducts a ship-check to propose the best routing for the new pull cables. The Generator rooms have many interferences to consider during the planning. The cutter will be available from 21 to 25 Sep 2026 for ship-checks at Seattle WA. Interested contractors must contact the POC's to coordinate a ship's visit. 3.8 Ship-check will be at no cost to the government. This work item describes the requirements for the Contractor to replace the manual fire pulls connecting the Engineering Control Center (ECC) (01-105-0-C) to the CO2 system for Generator Room 1 (1-80-1-E) and Generator Room 2 (1-80-2-E). The CO2 bottles and actuation system are located in the CO2 Room (1-65-1-K) 1.2 Government-furnished property. None 2.
