Request for Bids Goods (Two-Envelope Bidding Process) Country: Lebanon Name of Project: Lebanon Emergency Assistance Project Contract Title: Supply of 29 Fully Equipped Ambulances for the Ministry of Public Health Loan No.: 9841-LB RFB Reference No.: LEAP-MoPH2 1. The Lebanese Republic has received financing from the World Bank toward the cost of the Lebanon Emergency Assistance Project (LEAP), and intends to apply part of the proceeds toward payments under the contract for the Supply of 29 Fully Equipped Ambulances for the Ministry of Public Health. “For this contract, payments may be processed through the Direct Payment disbursement method, in accordance with the provisions of the World Bank’s Disbursement Guidelines for Investment Project Financing. 2. The Implementing Agency being Council for Development and Reconstruction (CDR) now invites sealed Bids from eligible Bidders for Supply of 29 Fully Equipped Ambulances for the Ministry of Public Health. The successful Bidder shall complete the supply of the Goods, including delivery to the Final Destination as specified in the Bidding Documents and the completion of all Related Services, within 270 days from the date of contract signature and notification of the Contract. 3. Bidding will be conducted through International competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers for Goods, Works, Non-Consulting services” dated February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The selection of acceptable bids will be dependent on 100% compliance with Mandatory criteria identified in the technical specification document. For this contract, the lowest evaluated substantially responsive Bid shall be selected for award. 5. Interested eligible Bidders may obtain further information from the Council for Development and Reconstruction and inspect the bidding document during office hours from 9:00 to 15:00 hours from Monday till Friday at the address stated at the end of this Specific Procurement Notice (SPN) . 6. The bidding document in English may be obtained for free by interested eligible Bidders by downloading it from the CDR website. 7. Bids must be delivered to the address below on or before 12:00 noon Beirut Local Time on Monday, October 12th, 2026 . Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address stated at the end of this Request for Bids (RFB) on Monday, October 12th, 2026 , at 12:00 noon Beirut Local Time . All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening. 8. All Bids must be accompanied by a Bid Security of Thirty-Five Thousand US Dollars (US$ 35,000). 9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 10.
