REQUEST FOR EXPRESSION OF INTEREST (Consulting Services – Individual Selection) Country: Republic of South Sudan Project: South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST) Grant No.: E166-SS Assignment Title: Transaction Advisor Reference No.: SS-MOED-567736-CS-INDV The Government of South Sudan (GoSS) has received funding from the World Bank towards the cost of implementing Access and Institutional Strengthening Project (ASSIST) and is being implemented by the Ministry of Energy and Dams (MoED) and South Sudan Electricity Corporation (SSEC). The Project seeks to increase access to electricity services and strengthen the institutional capacity of the electricity sector in Juba, Yei, and Upper Nile Region and Bahra-Gazal, in South Sudan. The effective implementation of the Project requires the development and structuring of practical, commercially viable, bankable, and implementable transaction arrangements to support the delivery and sustainability of electricity infrastructure and services. MoED intends to apply part of the proceeds for consulting services (“the Services”) which include procurement of a Transaction Advisor (Individual Consultant) assignment for a period of Twelve (12) months. The objective of this assignment is to provide strategic commercial and transaction advisory services to the Project Implementation Unit (PIU), working in close collaboration with the PIU's technical, financial, legal and procurement advisors to develop practical, bankable and implementable transaction solutions that support successful project delivery. Interested individual consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as required in TOR. The submissions should include a cover letter summarizing the relevant experience and indicating its relevance to the assignment at hand. The expressions of interest should be accompanied with a CV, phone contact, postal and email addresses, copies of relevant academic documents/ qualifications, copies of the appointment letter (s) and evidence of experience, Contract (s) reference(s), or completion certificate(s) of the current or most recent employment. The individual consultant will be selected in accordance with the Open International Competitive Selection of Individual Consultants method set out in the Procurement Regulations. The consultant will be selected based on the following criteria: Master's degree in Finance, Economics, Engineering, Business Administration, Infrastructure Finance, Public Policy or related field. 10 years’ Experience in project restructuring, institutional reform, concession design or transaction advisory in the energy sector and big infrastructure projects. Experience in PPPs, infrastructure transactions, energy sector reforms or utility restructuring. Demonstrated Strong commercial and financial modelling skills – giving implemented assignments where commercial and financial modelling were used. Demonstrated experience advising on MDB-financed infrastructure projects involving institutional restructuring, utility reform, concession arrangements or transaction implementation. Experience with World Bank or other MDB-financed projects.
