The Department of Veterans Affairs Medical Center (VAMC), HSA 1.3 Contracting, 200 Veterans Drive, Beckley, WV 25801, is soliciting Architect/Engineer (A/E) Services to provide Schematic Design, Life Cycle Cost Analysis (LCCA), Design Development, Construction and Bid Documents, Specifications, Construction Cost Estimates, and construction period services for the Renovate Specialty Clinics on 2nd Floor project at the Beckley VAMC, 200 Veterans Drive, Beckley, WV 25801. Set Aside This acquisition is a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set aside. Any subsequent award will require firms to be: Registered in the System for Award Management (SAM) at www.sam.gov; Visible and certified in the SBA Veteran Small Business Certification database at https://search.certifications.sba.gov; Compliant with VETS 4212 reporting at https://www.dol.gov/agencies/vets/programs/vets4212. Important Notice THIS IS NOT A REQUEST FOR PROPOSAL. This is a request for SF 330 Architect/Engineer Qualifications packages only. Submission Requirements This acquisition is for A/E Services and is procured in accordance with the Brooks Act as implemented in FAR Subpart 36.6. To be considered for this contract, firms shall submit SF 330s electronically as follows: Submit SF 330 Parts I and II by email to millard.adkins@va.gov as a single Adobe PDF file (no larger than 10 MB). No ZIP files. Receipt must be confirmed. SF 330s are due no later than 2:00 p.m. Eastern Standard Time on October 26, 2026. Your response shall follow the same order as the Evaluation Factors listed below. Failure to follow this format may result in rejection of the SF 330. The SF 330 form can be found on the GSA forms website at www.gsa.gov. All questions must be emailed to Millard.Adkins@va.gov no later than 2:00 p.m. Eastern Standard Time on October 14, 2026. Potential contractors must be registered in SAM (www.sam.gov), visible and certified in https://search.certifications.sba.gov, and compliant in VETS 4212 (https://www.dol.gov/agencies/vets/programs/vets4212) at the time of submission and at the time of award. Include an insert with the following: SAM UEI, Tax Identification Number, the email address and phone number of the primary point of contact, and a printed copy of the firm s SDVOSB certification/registry. Offerors shall provide all documents listed and comply with all instructions for their proposal to be considered responsive. Unverified SDVOSBs will be considered nonresponsive and will not be evaluated. General Information This is a Service Disabled Veteran Owned Small Business set aside. NAICS 541310; size standard $12.5 million. No solicitation package or bidder/plan holder list will be issued, and no solicitation documents are available. This procurement is subject to the availability of funds. The Government is under no obligation to award a contract because of this announcement. A/E Eligibility and Disciplines The selected A/E firm shall meet the FAR 2.101 definition of Architect engineer services as defined in 40 U.S.C. 1102 and FAR 36.6. The SDVOSB architectural firm must employ the principal Architect responsible for the design of this project and be heavily involved in all aspects of the design, including stamping drawings along with other team disciplines. A/Es signing drawings must be licensed; licenses are required at the time of award. Disciplines expected to be required: Architecture; Structural; Civil; Mechanical (HVAC); Plumbing; Electrical; Fire Protection; Industrial Hygiene; Interior Design; Surveying; Cost Estimating; Certified Physical Security Specialist; and other A/E services as defined by FAR…
