REPUBLIC OF TÜRKYE MINISTRY OF ENVIRONMENT, URBANIZATION AND CLIMATE CHANGE (MOEUCC) GENERAL DIRECTORATE of CONSTRUCTION AFFAIRS (GDCA) REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION-LCS) TÜRKYE SECOND ENERGY EFFICIENCY IN PUBLIC BUILDINGS PROJECT CONSULTANCY SERVICES FOR ENERGY AUDIT, DESIGN AND CONSTRUCTION SUPERVISION SERVICES FOR ENERGY EFFICIENCY RENOVATIONS IN PUBLIC BUILDINGS IN KAYSER AND NEVEHR Reference No: (EEPB2/WB/MoEUCC/LCS-DES&SUP-03) This request for expressions of interest follows the General Procurement Notice for this project that appeared in UNDB on December 17, 2024 with reference no WB 8227-07/19. The Ministry of Environment, Urbanization and Climate Change has received financing from the World Bank toward the cost of the Second Energy Efficiency in Public Buildings Project (EEPBP2) and intends to apply part of the proceeds for consulting services. The General Directorate of Construction Affairs (“GDCA”) of the Ministry of Environment Ministry of Environment, Urbanization and Climate Change (MoEUCC) serves as the main implementing agency for the Project. A project implementation unit (PIU) has been established under GDCA to manage the activities related to the Project. The overall objective of EEPBP2 to reduce energy use in central government buildings and develop a transition plan to develop and scale-up suitable sustainable financing and institutional mechanisms to support a national program. The implementation period for the project is planned as 6 years. Table 1 indicates the tasks to be provided under the scope of the consulting services (“the Services”). Table 1: The Consultant’s Services Task No Services to be provided for the subprojects given in Table 2 as specified in Terms of Reference (ToR) Task I 1 Conduct investment grade energy audits of below-listed public buildings to combine solar PV investments with investments in light-emitting diode (LED) to replace inefficient lighting technologies and electrification of heating (i.e., substituting fossil-fuel boiler capacity with heat pumps to support both heating and cooling) according to the energy audit report template and prepare full detailed audit reports 2 Prepare detailed designs and technical specifications including BOQs and cost estimates for energy efficiency renovations in below-listed public buildings based on detailed energy audit reports, local laws/standards/regulations 3 Identify environmental and social risks associated with the building renovations and prepare Environmental and Social Management Plans (ESMPs) for each building site 4 Assist the PIU on preparation of bidding documents, clarifications, amendments, updating cost estimates, etc. until construction contract award Task II 5 Carry out construction supervision and building commissioning services, ensure adherence to ESMPs, local laws/regulations and building commissioning 6 Supervise any remedial works to rectify defects that arise during the Defects Notification Period (DNP) 7 Conduct Measurement and Verification (M&V) over a period of 12 months, under the Supervision Contract The detailed Terms of References (TORs) for the Services can be found at the following web page address: https://www.kabev.org/ihale-ilanlari/ Under the EEPB2/WB/MoEUCC/LCS-DES&SUP-02 contract above-mentioned tasks will be undertaken for seven (7) campuses 16 buildings listed below in Kayseri and Nevehir.
