Past Performance: Record of previous work quality, responsiveness, and client satisfaction. Technical Approach: Project understanding, quality control procedures, and innovative concepts. Geographic Location / Local Knowledge: Familiarity with the project locale, though strict local preferences are heavily restricted or capped Once the QBS has been met consideration for a contract award will be based solely upon the hourly rates, overhead and profit that are proposed and found to be fair and reasonable.
