What the buyer is asking for
1. Advance Contract Award Notice (ACAN): An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Definition of the requirement: The Department of Natural Resources Canada (NRCan) requires an open license on existing high-density leaf-off lidar data from Fall 2024 covering the cities of Calgary, Edmonton, Winnipeg and Halifax, for a total area of interest (AOI) size of ~6,150 km2. The contractor must carry out additional processing and analysis tasks to prepare the data and deliver them according to the specifications below: Requirements: • Lidar data acquisition time: 2024 or more recent, and leaf-off period • Aggregate Nominal Pulse Density (ANPD): = 20 pulses/m2 • Non-Vegetated Vertical Root Mean Square Error (RMSEZ): = 10 cm • Minimum Swath Overlap: = 50 % • Horizontal Datum: NAD83(CSRS) epoch 2010 (v8) • Vertical Datum: CGVD 2013 • Geoid Model: CGG2013 • Map Projection: The delivered lidar tiles must be clipped and projected according to their corresponding Universal transverse Mercator (UTM) zone • Pulse Returns: Multiple • Minimal Classification: 1 – Processed but unclassified and 2 – Ground • Intensity Value: Required • Data Forma: LAS 1.4 R-15 compressed in LAZ. Point data record format 6 3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements): Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements: • The supplier must be the copyright holder and rights manager for the lidar data covering the areas of interest indicated for each city and must be able to grant all licensing rights for the use of such data. • The supplier’s proposed open license for the lidar data must be compatible with the Open Government License – Canada: https://open.canada.ca/en/open-government-licence-canada. • The lidar data covering the specified areas must meet the specifications described in the previous section. • The lidar data must cover at least 90% of the municipal boundaries of the four major cities targeted by this project. 4. Applicability of the trade agreement(s) to the procurement: This procurement is subject to the following trade agreement(s): • Canadian Free Trade Agreement (CFTA) • World Trade Organization - Agreement on Government Procurement (WTO-AGP) • Canada-European Union Comprehensive Economic and Trade Agreement (CETA) • Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) • Canada-Chile Free Trade Agreement (CCFTA) • Canada-Colombia Free Trade Agreement • Canada-Honduras Free Trade Agreement • Canada-Korea Free Trade Agreement • Canada-Panama Free Trade Agreement • Canada-Peru Free Trade Agreement (CPFTA) • Canada-Ukraine Free Trade Agreement (CUFTA) • Canada-United Kingdom Trade Continuity Agreement 5. Justification for the Pre-Identified Supplier: The supplier mentioned in section 9 below is the only known supplier that meets the mandatory criteria set out in section 3 above. Should Canada receive a statement of capabilities from a supplier that contains sufficient information to indicate that it meets the requirements set forth in this ACAN (i.e.: documentary evidence demonstrating compliance), a competitive process will be triggered with a technical and financial evaluation methodology of the bids proposed by the potential bidders. 6.
