This is a Request for Quote for commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued. N0060426Q4116 is issued as a request for quotation (RFQ) for: A five (5) day, on-site (JBPHH, Oahu, Hawaii), in-person CompTIA Security+ boot camp, to include all required course materials, instruction, and examination support, for up to nine (9) Department of the Navy personnel in accordance with the attached Performance Work Statement (PWS). This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. Contract Type: Commercial Firm Fixed Price (FFP) Purchase Order Attachments: 1. Performance Work Statement (PWS) 2. Wage Determination (WD) 2015-5689, Rev 30 3. Provisions and Clauses Firm Fixed Price Quotes shall be submitted electronically to troy.r.wong2.civ@us.navy.mil. Oral communication will not be accepted in response to this notice. Only responsible sources who are registered in SAM.gov may submit a quote to be considered by the agency. System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. EVALUATION: The Government intends to make a single award to the responsible Quoter whose quote represents the Best Value to the Government. The Government’s assessment will consider both price and non-price factors. The final purchase order award will be based on a combination of factors - price, technical (how well the Quoter’s proposed services meet the Government’s requirements) and Past Performance. The Government may perform a comparative evaluation to select the quotation that provides the best value by comparing responses against the evaluation factors in the solicitation. Once the Government determines the quotation that is most advantageous to the Government based on its evaluation of initial responses, the Government may communicate with only that best-suited quoter to address any remaining issues consistent with the terms of the solicitation. These issues may include technical and/or price matters. If the parties cannot successfully negotiate any remaining issues, as determined relevant by the Government, the Government reserves the right to communicate with the next best-suited quoter based on the original analysis consistent with the terms of the solicitation. SUBMITTAL REQUIREMENTS: To be considered for award, each response must clearly indicate the capability of the quoter to meet all specifications and requirements. Quotations that merely restate or paraphrase solicitation or PWS requirements without describing the Quoter’s proposed approach will not be considered sufficient to demonstrate technical capability. The Quoter shall include the following with its quote: TECHNICAL NARRATIVE (NO MORE THAN FOUR PAGES) The technical narrative shall include, at a minimum, the required information identified in this solicitation. The four-page limitation includes all text, tables, charts, and graphics. 1. Proposed Training Approach a. Daily course schedule and instructional topics; and b. Course materials and learning resources to be provided. 2. Proposed Instructor a. Name of each proposed instructor; b. Current relevant CompTIA certification(s), including expiration date, if applicable; and c. Relevant CompTIA Security+ instructional experience. 3. Day 5 On-Site Examination Plan The Quoter shall provide its plan for conducting the initial CompTIA Security+ examination on-site on Day 5 in the Government-designated classroom.
