What the buyer is asking for
You are invited to review and comment on the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC)s Enterprise Next (ENX) draft solicitation. The principal purpose of this requirement is to provide enterprise-level development, sustaining engineering, and operations for NASAs Science Data Archives managed by GSFC. The contractor will coordinate and integrate activities with Data Archive Projects, other science data centers, science investigator teams, user communities, other contractors, and Science Mission Directorate (SMD) organizations. The overarching goal is to continuously improve system performance, scalability, and reliability while reducing operational and maintenance costs by modernizing capabilities and retiring legacy services. NASA will conduct this acquisition as a full and open competition. This competitive acquisition will result in a Hybrid Indefinite Delivery Indefinite Quantity (IDIQ) with the ability to issue Cost-Plus-Fixed-Fee (CPFF) or Firm-Fixed Price (FFP) task orders. The contract will have an effective ordering period of 5 years from the contract effective date. The North American Industry Classification System (NAICS) code for this acquisition is 541512 and the small business size standard is $34M dollars. The following additional information is provided to assist in understanding this acquisition: A Phase-in period will be conducted. The phase in period will be 45 days and established via a FFP task order off the awarded contract. The Government will make available existing Installation-Accountable Government Property (IAGP) for onsite contract performance and Government Furnished Property (GFP) for offsite use at the Contractors facility as described in the DRFP.
