Direkt am Tagebau gelegen soll es ein lebendiger Ort sein, an dem der landschaftliche und kulturelle Wandel durch den Tagebau mit einem Ausstellungsbereich für Anwohner und Besucher aufgearbeitet und erlebbar ist. Das Gebäude ist dabei ein Teil des rings um den Tagebau wachsenden "Blau-Grünen Bands Garzweiler".
