Establishment, operation and maintenance of a 24 hour resting place for heavy vehicle transport along the E16 Håbakken - Voss

What the buyer is asking for

The contracting authority invites tenderers to a competition for the establishment, operation and maintenance of a 24 hour resting place for heavy transport along the E16 on the håbakken - Voss stretch. The contracting authority needs approx. 50 parking places for heavy transport on the stretch E16 Håbakken-Voss. The individual 24 hour resting places shall have a minimum of 10 and maximum 30 placement places, and shall include a service facility with toilets/showers. Charging stations are to be established in accordance with requirements in point 3.2 hours. The 24 hour resting place shall fulfil the requirements in chapter 3. Tenders can be submitted for one or more locations that fulfil the requirements in the tender documentation. Each offered 24 hour resting place will be assessed as an independent tender. The contracting authority shall have a maximum of 24 hour resting place per municipality. A maximum of one contract will therefore be awarded for 24 hour resting places per municipality. The contracting authority can award contracts to one or more tenderers. The tenders will be evaluated and ranked in accordance with the competition ́s award criteria. The contract will be awarded to the tenders that together give the best relationship between price and quality and that best cover the contracting authority ́s need for placement places on the stretch. The 24 hour resting place shall be ready for opening at the latest 16 months after the contract has been signed and the contract will apply for 10 years from the opening hours. The contracting authority has the option to extend the contract for 1+1 year, so that the total possible lease period is 12 years. The charging infrastructure shall be completed and in operation in point 3.2 hours.
