La nueva infraestructura deberá facilitar la migración ordenada de los servicios existentes, minimizar las interrupciones y preservar las inversiones aprovechables, sin que la tecnología actualmente implantada determine necesariamente la solución futura, siempre que la alternativa propuesta garantice la compatibilidad, la continuidad del servicio y el cumplimiento de los requisitos funcionales establecidos.
