Assignment tittle: Consultancy services for development of Economic and Financial Feasibility Study for the Construction of a Fish Landing Site and Market Facility at Kizimkazi Mkunguni Unguja and Wete Pemba. REF. NO.: TZ-MBEF-566604-CS-CQS This request for expression of interests follows the General Procurement Notice for the Tanzania scaling up sustainable marine fisheries and aquaculture management (TASFAM) project which appeared in the UN Development Business Online on 5th June 2025. The Revolutionary Government of Zanzibar through the United Republic of Tanzania has received financing from the World Bank towards the cost of Tanzania Scaling up Sustainable Marine Fisheries and Aquaculture Management (TASFAM) Project and it intends to apply part of the proceeds of the financing to cover eligible payments under the contract for consultancy services for development of Economic and Financial Feasibility Study for the Construction of a Fish Landing Site and Market Facility at Kizimkazi Mkunguni Unguja and Wete Pemba. The objective of the assignment is to conduct an economic and financial feasibility study and comprehensive 5-year business management plan that evaluates the viability of establishing a fish landing site and market facility at Kizimkazi Mkunguni Unguja and Wete Pemba. The consultant shall be required carry out the following activities: - Baseline Assessment, Institutional and Management Assessment, Economic and Financial Analysis, Risk Assessment Detailed information on the scope can be obtained in the terms of references available to the below website. The assignment shall be carried out for a period of three months from the date of contract signing. The detailed Terms of Reference (TOR) can be obtained through a project website https://tasfam.blueeconomysmz.go.tz. The Ministry of Blue Economy and Fisheries Zanzibar now invites eligible consulting firms to submit their expression of interests in providing these services. Interested Consultants should provide information demonstrating that they have the required qualifications, relevant experience and key experts to perform the services. The qualification and shortlisting criteria shall include: - Minimum of Ten (10) years of general experience in providing consultancy services. Successfully completed at least three (3) assignments during the last five (5) years involving socio-economic and financial feasibility studies. Qualified team of personnel. The firm should indicate list and qualifications of key personnel proposed for this assignment (Cvs are optional). Attention of interested consultants is drawn to section III paragraph 3.11,3.12 and 3.13 of the World Bank’s procurement regulations for IPF Borrowers Sixth Edition February 2025. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of JV shall independently meet the requirements of the evaluation criteria. A Consultant will be selected in accordance with the Consultant’s qualifications selection (CQS) method set out in the consultant Guidelines.
