REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Philippines - Fisheries Coastal Resiliency Project Loan No./Credit No./ Grant No.: P174137 Assignment Title: Consultancy services for the preparation of Feasibility Studies (FS) of Aquaculture and Fisheries Post Harvest Infrastructure for Fisheries Management Area 9 Reference No.: PH-BFAR RO 10 - FMA9-511923-CS-CQS The Bureau of Fisheries and Aquatic Resources-Region 10/Regional Project Implementing Unit-9 (BFAR-10/RPIU-9) has received financing from the World Bank toward the cost of the following projects within FMA-9, and intends to apply part of the proceeds for consulting services, to wit: FMA Coordination Unit (FCU) Project Component Proposed Sub-Project Project Objective FCU 7 MARLIN 2.3 Ice Plant and Cold Storage – Ubay, Bohol To support the local fishery industry and expand markets. To strengthen the financial resilience of fisherfolk. To encourage preservation of aquaculture and captured fishery products. To increase fish production and sustain food security. To augment the income of the marginal fisherfolk. MARLIN 2.2 2-2 Tonner Solar Ice making Machine, Maria Siquijor FCU 8 Marlin 2.3 Warehouse – Tomas Oppus, Southern Leyte Provide equipment and supply storage to fisherfolk that will protect their items from harsh weather conditions, rodents and insects, and even from thieves. Increase profits of fishermen by reducing travel time and cost. Improve livelihood by ensuring consistent supply of high-quality feeds. Function as hub for fish farmers to foster collaboration and knowledge sharing to improve farming practices and collective marketing efforts. Centralize inventory management. FCU 9 Marlin 2.3 Ice Plant with Cold Storage Facility – Aurora, Zamboanga del Sur To provide a facility for storing perishable fishery products such as fresh fish and those which require low temperature storage to avoid spoilage. Marlin 2.3 Common Post Harvest Facility – Dapitan City, Zamboanga del Sur The purpose of the subproject is to create a temporary or transit point for fishery products from FMA9. This is to ensure the process is regulated and post-harvest losses are minimized. FCU 10 Marlin 2.3 Fish Processing Plant Ice Plant and Cold Storage Balingasag, Misamis Oriental To help to attain the 2 out of 3 objectives of the Human Goal of the FMA-9 Framework Plan, to wit: By 2034, at least 50% of the fishing organizations and value chain players in the fisheries sector are empowered; and By 2034, reduce poverty of at least 5% among fisherfolks from the average baseline of 28.06 poverty incidence. To enhance the post-harvest capabilities of the municipality, where one of the established Mariculture Parks in Region 10 is situated. This also includes its neighboring areas and the Northern Mindanao Aqua-Industrial Business Corridor (ABC). FCU 10 Marlin 2.3 Fish Port Ice Plant with Cold Storage Talisayan, Misamis Oriental To help to attain the 2 out of 3 objectives of the Human Goal of the FMA-9 Framework Plan, to wit: By 2034, at least 50% of the fishing organizations and value chain players in the fisheries sector are empowered; and By 2034, reduce poverty of at least 5% among fisherfolks from the average baseline of 28.06 poverty incidence.
