Request for Quotations UKRAINE Project: Lifting Education Access and Resilience in times of Need in Ukraine (LEARN) Project Grant no.: TF0C5794 Name of the Contract: Development of functionality for microqualifications Contract number: LEARN-2.1-CBL 1. Ukraine received the URTF Grant No. TF0C5794 from the International Bank for Reconstruction and Development (IBRD) in US dollars to finance the Ukraine Improving Higher Education for Results Project and intends to use part of the funds to make payments under the Contract LEARN-2.1-CBL – «Development of functionality for microqualifications» . 2. The Ministry of Education and Science of Ukraine invites eligible participants to submit proposals for the provision of services Development of functionality for microqualifications . More detailed information is provided in the Terms of Reference. The expected duration of the provision of services is 18 (eighteen) months from the date of signing the contract. 3. IBRD requires compliance with the Bank's Anti-Corruption Guidelines and its applicable sanctions policies and procedures, as outlined in the World Bank Group Sanctions Framework. In further compliance with this policy, Bidders shall permit and require their agents (whether declared or not), subcontractors, sub-consultants, service providers, suppliers and personnel to permit the Bank to inspect all invoices, records and other documents relating to the request for quotations and execution of the contract (in case of award), as well as for their verification by auditors appointed by the Bank. 4. The participants must meet the following minimum criteria: At least 3 (three) years of proven experience in software development; Implementation (development and/or modernization) of at least 3 (three) reference complex projects within the last 3 (three) years, involving software development work similar in nature and complexity to that specified in the Technical Requirements. For at least 1 (one) reference project, the end recipient and/or client must be a public authority or a state-owned or municipal enterprise; Information regarding financial capacity to carry out work in the volumes specified in the Technical Requirements (provide the company’s balance sheet for the last three years); The Participant must demonstrate the availability of the group of experts with the appropriate qualifications that is minimally necessary for the implementation of the assignment.
