Dear Industry Partners, The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), on behalf of the DHS Office of the Chief Information Officer, intends to issue a solicitation to obtain Network, Cloud, and Cybersecurity Services (NCCS) 2.0. Attached is a final draft solicitation for the requirement for your review. The resultant contract will be a DHS Department Wide Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The notional timeline of key events is as follows: Questions due on final draft solicitation: 9/22/2026 Final solicitation release: 10/1/2026 Proposal due date Phase 1: 10/6/2026 Government notification to proceed to Phase 2: 10/9/2026 Proposal due date Phase 2: 10/21/2026 Anticipated Award: Late November 2026 Questions and comments are due no later than 12:00 p.m. Eastern Time Tuesday September 22, 2026. Questions and comments shall be submitted electronically via electronic mail to Nicole Belanger, Nicole.Belanger@hq.dhs.gov and Michael Lipperini, Michael.Lipperini@hq.dhs.gov.
